1. 2x660 MW Patuakhali Super Thermal Power Plant Project
Project Highlights:  
Objective:  

a. To narrow the ever increasing gap between the demand and supply of electricity through gas based low cost generation in the north east zone of the country.
b. To meet up increasing power demand in the country by adding local generation.
c. To increase the power generation of the country through utilization of countrys natural gas resources available nearest to the proposed power plant site with requisite pressure.
d. To accelerate the economic development of the country by adequate and reliable power generation and to support the planed target of power demand.
e. To overcome the present generation shortage by increasing generation and to minimize load shedding.
f. To enhance the stability and reliability of the national grid system and reduce the transmission loss by local generation.
g. To increase energy efficiency of power generation.

Present Status :  

a) Site has been selected at Debpur, Patuakhali, Barisal.

b) Proposal for land acquisition has been sent to DC Office, Patuakhali.

c) Dispute about Land acquisition between APSCL & ‘Sena Kalyan Sangstha’ has been resolved.

d) Corrected proposal for Land acquisition will be submitted to DC Office, Patuakhali at the end of current month.

 

2. Ashuganj 400MW CCPP (East) Project
Project Highlights:  

Combined cycle Power plant to effective & efficient utilization of natural gas by replacing of old inefficient power plant. It will narrow the ever increasing gap between the demand and supply of electricity through gas based low cost generation in the north east zone of the country It will accelerate to meet the vision of the Government i.e. to ensure quality power for all in 2021.

Objective:  

a. To narrow the ever increasing gap between the demand and supply of electricity through gas based low cost generation in the north east zone of the country.
b. To meet up increasing power demand in the country by adding local generation.
c. To increase the power generation of the country through utilization of countrys natural gas resources available nearest to the proposed power plant site with requisite pressure.
d. To accelerate the economic development of the country by adequate and reliable power generation and to support the planed target of power demand.
e. To overcome the present generation shortage by increasing generation and to minimize load shedding.

Present Status :  

a) The Invitation for Bid (IFB) 1st Stage published in local newspapers (The Daily Ittefaq, The Daily Star & The Financial Express) on 09 May 2016 and also in International newspaper (The Financial Times- all worldwide versions) on 12 May, 2016.

b) Total 21 (twenty one) bids received on 17th August 2016.

c) Technical Bid Evaluation Report (1st Stage) was sent to ADB on 15th Feb 2017.

d) ADB submitted their comments on 17th March 2017 for reviewing the bid evaluation.

e) Revised Technical Bid Evaluation (1st Stage) is going on.   

f) Request for Proposal (RFP) for Project Implementation & Consultancy Services issued to the shortlisted Consulting firm on 4th May 2016.

g) The Technical evaluation Report of RFP (Submission-02) was approved by Asian Development Bank (ADB) on 16 September 2016.

h) The Financial Proposal opened on 15 October 2016. ADB & APSCL Board approved the Combined Evaluation Report (Submission-03) on 15 November 2016 and 30 November 2016 respectively.

i) Contract negotiation with the 1st ranked Consulting firm hold on 17-18 December 2016 and further subsequent correspondence.

j) Submission 4 (draft Contract) sent to ADB on 14th March 2017. ADB consent on Submission-4 on 22 march 2017.

k) Contract signed with the top tanked consulting firm Pöyry Switzerland Ltd, Switzerland in association with Atlanta Enterprise Limited, Bangladesh on 29th March 2017.
